according to the russian forums
one of the possible ways to do this stuff is to be able to delay your appearance in the local chat channel for a considerable time (like about 1 minute) or do not appear in local altogether (like it is currently in wormhole space).
Some people also reported that they encountered this rare ?bug? and disappeared from all chat channels including local while still being ingame. This effect was reportedly gone after a relog. They don't know how to reproduce this.
If this is really the case and could be induced and reproduced, then it should surely explain the "wtf arazu out of nowhere is scrambling me after 3 seconds in local"

So it's holy batman and robin the good all in one fighting evil botters for the greater good and never abusing his superpowers bcos of his scout word.
Would be a nice next step to give your government an authority to arrest anyone looking like a terrorist without warrant. I mean, it's for the greater good and they wont abuse it for sure. Oh wait, you did it already...
